Herman Hakuzimana

Herman Hakuzimana is the Environment and Climate Change Adaptation and Mitigation Specialist at Rwanda Environment Management Authority (REMA), the position he holds since January 2021 after the rationalization of public institutions in Rwanda. Prior to the rationalization, he held the position of Director of Climate Change and International Obligations Unit at REMA.

Herman began his career in Environment and Climate change sector in Rwanda in January 2011 and he served as Climate change Data Officer Up to November 2017. As Climate change data Officer he was part of the coordination team during the preparation of several studies including the Technology Needs Assessment for Climate change adaptation and mitigation in Agriculture and Energy Sectors conducted in 2013, Intended Nationally Determined Contribution (INDC) in 2015 and its detailed implementation plan in 2017, and Baseline Climate change vulnerability assessment conducted in 2015 just to mention few. Since November 2017, Herman was the Director of Climate change and international Obligations Unit in REMA and as Director of the Unit, Herman also took over the role of coordinator of the preparation of the Third National Communication (TNC) report of Rwanda which was ongoing as it ended in November 2018 when Rwanda Submitted its TNC report to the Secretariat of the UNFCCC. He also contributed as coordinator of the preparation of Climate change vulnerability index assessment for Rwanda published in 2019. Since 2019, he is involved in the preparation of the first Biennial Update Report of Rwanda which is currently at the final stage. From 2018 Herman serves as the Alternate National Focal Point of the United Nations Framework Convention on Climate Change and he is part of Rwanda delegation in climate change negotiations as technical negotiator. Herman Hakuzimana attends the Conference of Parties to the UNFCCC and their preparatory meetings since 2018. As the Environment and Climate Change Adaptation and Mitigation Specialist in REMA which is a National Designated Authority (NDA) to the Green Climate Fund, Herman is member of National Coordination Team for engagement with GCF, the team which reviews the Project Proposals seeking No Objection Letters from NDA before they are submitted GCF for funding.
